The Enterprise is based on state ownership and is managed by the Ministry of Agrarian Policy and Food of Ukraine, it was established to provide services to determine the quality and safety of agricultural products and performs certification of seeds and planting material in accordance with the Procedures for certification, issue and cancellation of certificates for seeds and/or planting material approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1210 dated 17.11.2023, other regulatory acts, and issues the relevant certificates, including certificates of international standard in accordance with the Organisation for Economic Cooperation and Development (OECD) Schemes for varietal certification and the International Seed Testing Association (ISTA) for seeds transported in international trade.
- determination of safety and quality indicators of agricultural products, the presence or absence of GMOs in them in accordance with the field of accreditation;
- determination of quality and safety indicators for organic products;
- organisation, participation, and conduct of interlaboratory comparative tests;
certification of seeds and planting material;
- determination of varietal and sowing qualities of seeds and varietal and commercial qualities of planting material;
- arbitration to determine the quality of grain and its products;
- organisation and holding of seminars, courses, and training in the area of safety indicators, quality of agricultural and wine products, and the presence or absence of GMOs in them;
- provision of information, analytical and advisory services, technical testing and research.
The State Centre's testing laboratory is the only laboratory in Ukraine accredited by the International Seed Testing Association (ISTA), which issues internationally recognised certificates. The laboratory is also accredited in accordance with the requirements of DSTU EN ISO/IEC 17025:2019.
